The support base used to fund buybacks. It now funds construction. Oracle spent $36,140 million repurchasing its own shares in fiscal 20191 and $95 million in fiscal 20262, while capital expenditures went from $6,866 million in fiscal 2024 to $55,663 million in fiscal 20263.

From returning cash to pouring concrete.

The shift matters for the moat because the old business and the new one have different economics. The segment that holds support earned about 58.9% in fiscal 20264, and that margin has been falling as cloud infrastructure, which Oracle said has an adjusted gross margin of 30% to 40% for AI work5, grows inside it.

A wide moat is worth most when its cash is returned or reinvested at similar returns. Oracle is reinvesting it at returns nobody can yet measure: free cash flow was negative $23,686 million in fiscal 20266.

The dividend is the one return that has survived. Oracle paid $4,391 million of dividends in fiscal 2024, $4,743 million in fiscal 2025 and $5,787 million in fiscal 20267, and declared $2.00 a share last year against $1.60 two years earlier8. It is now paid from a business with negative free cash flow.

The database customers are unaffected so far; they keep paying. The question is what their money earns. If return on invested capital, 10.4% in fiscal 20269, falls below the 9% hurdle used here, the best business Oracle owns will be subsidising a worse one.
