Oracle's main cloud rivals also carry its database for it, which is either the cleverest defence it has or the door its customers will leave by.

Oracle's annual report names a long list of competitors: Adobe, Alphabet, Amazon, Cisco, Intel, IBM, Microsoft, Salesforce and SAP, as well as Hewlett-Packard Enterprise and Workday1. In healthcare, since Cerner, it adds Allscripts, Arcadia, athenahealth, Epic and InterSystems2. A list that long says Oracle competes in almost every part of enterprise technology.

Four kinds of rival.

The rivals that matter are four different kinds of relationship. Amazon, Microsoft and Google compete with Oracle's cloud and also carry its database inside their own clouds, so they are both rivals and distribution. Nvidia supplies GPUs that Oracle rents out and has also committed to buy capacity from it. SAP, Salesforce and Workday fight Oracle's applications head on for the same finance and human-resources budgets. And in hospital records Oracle is the challenger, having bought its way into a market with long-established rivals.

Competition in databases and applications is slow; customers rarely switch, and share moves over decades. Competition in cloud infrastructure is fast and turns on price, capacity and capital. Oracle's cloud revenue grew 62% in the first quarter of fiscal 20273, which says it is winning the fast contest for now.

The contest has also shifted from products to capacity. Oracle says it has over 211 live and planned regions worldwide4, and in the first quarter of fiscal 2027 it delivered 850 megawatts of additional datacenter capacity5. Its co-chief executive said in October 2025 that finding supply would become easier "not this year or next year, but in subsequent years"6. In the AI cloud, the competitor that wins is often the one with power and buildings ready first.

The rivals Oracle names also shape what it charges. Adobe, Alphabet, Amazon, Cisco, Intel, IBM, Microsoft, Salesforce and SAP all appear in Oracle's own list7. The database moat has held against all of them for decades; the price of holding it is visible in licence revenue, which has fallen by about a quarter since fiscal 20178.

The competitive verdict is narrow and stable. The database faces rivals it has held off for decades; the new cloud faces three larger ones with deeper balance sheets. The figure that would show the balance shifting is cloud revenue growth: a fall below 40% while rivals keep adding capacity would say Oracle's advantage in the AI build was timing, not position.
