Oracle says its $10 billion research budget may not pay back for years, and more of it now goes to businesses that are not yet profitable.
The sentence is in Oracle's annual report: the company may not receive significant revenues from its current research and development efforts "for several years, if at all"1. It is standard risk-factor language, but the sums behind it are not standard. Research spending was $10,272 million in fiscal 20262.
The risk is that the spending has changed character. For decades Oracle's research improved products that customers already paid for through support. Today a growing part of the engineering goes into cloud infrastructure, which competes with Amazon, Microsoft and Google on price and scale, and into artificial intelligence features whose revenue is still a target rather than a result: Oracle expects AI database and data platform revenue to reach $20 billion in fiscal 2030, from $2.4 billion in fiscal 20253.
Meanwhile the old lines are flat or falling. Software revenue was $24,541 million in fiscal 2026 against $24,690 million two years earlier4.
This is a question of payback, not of survival. If research keeps growing at 4% or more a year while software revenue shrinks and the AI database stays far below its path, the spending is buying growth Oracle has not yet been able to sell.
