Cisco left Broadcom's chip model to build its own silicon, and now spends $9.6 billion a year on research partly to compete with its former supplier.
Broadcom is the competitor Cisco chose to create. Arista, for one, builds its switches on Broadcom's merchant chips, as Broadcom's pages in this collection describe; Cisco instead builds its high-performance systems on its own Silicon One1. That puts Cisco in competition with Broadcom for the chips inside other companies' switches, a story Broadcom's pages in this collection tell from the other side.
The choice costs money every year. Cisco's research and development expense was $7,983 million in fiscal 2024, $9,300 million in fiscal 2025 and $9,563 million in fiscal 20262, about 15% of revenue3. Cisco does not split research between software, chips and optics, but a vendor built on Broadcom's merchant chips would not carry the chip part of it.
The payoff is control. A hyperscaler can buy Silicon One chips, complete systems or both, and Cisco can design features into the silicon that merchant chips would take longer to offer. Cisco names Broadcom among its competitors4.
The risk is that Cisco carries a chip company's development costs on its own volumes.
Cisco's research budget grew faster than its revenue in fiscal 2025 and slower in fiscal 2026. Research and development rose about 16.5% in fiscal 2025, when revenue rose about 5.3%, and about 2.8% in fiscal 2026, when revenue rose about 11.8%56. The chip investment was front-loaded; the payoff came a year later.
This relationship will be settled by where Silicon One ends up. Research spending above 16% of revenue without Silicon One winning more outside customers would mean Cisco is paying a chip company's costs without a chip company's volume.
