Verizon's $158 billion of licences are renewable ten-year permits, and although the FCC has always renewed them, the terms are the regulator's to set.

Verizon's licences come with an expiry date. The 10-K states that "FCC spectrum licenses typically have a term of 10 years, at which time they are subject to renewal"1. It adds that while the FCC has "routinely renewed all of Verizon" licences so far, "challenges could be raised in the future"2.

Renewal has never been the practical risk, and there is no sign it is now. The real exposure is the conditions a regulator can attach, and the rules that shape how the airwaves may be used. The 10-K also notes that "Some of our competitors are subject to fewer regulatory constraints than Verizon"3, a reference to the cable companies and others that resell wireless service without owning licences.

The asset is large enough that small changes matter. Licences of $158,159 million4 are carried at cost, and even a change in how the FCC auctions new bands affects what the old ones are worth, because a new supply of mid-band spectrum to rivals narrows the capacity gap Verizon paid for.

The regulator's reach goes beyond renewal. The FCC is described as the primary regulator, and the 10-K notes that if a licence "was revoked or not renewed, Verizon would not be permitted to provide" service in that area5. The June 2026 AWS-3 licences are a live example of the process: "The timing of the license issuance remains subject to FCC determination"6, even after Verizon paid about $3.1 billion7.

The number that would show trouble is not a renewal but a price. If Verizon has to pay much more per licence in future auctions, as the $3.2 billion AWS-3 result8 will be compared against, the barrier will be costing more to keep up than it did to build.
