Enterprise and Public Sector: Down a TenthThin moat
Verizon (VZ) — moat facet
Revenue from Verizon's large enterprise and government customers fell 10.2% in two years, while small-business revenue grew 6.8%.
The one group of big customers Verizon has is shrinking. Revenue from Enterprise and Public Sector, the large companies and government agencies served by the Business segment, was $15,076 million in 2023, $14,218 million in 2024 and $13,532 million in 20251, down 10.2% in two years2.
These are the customers most able to negotiate. A federal agency or a large corporation puts its network contract out to tender, buys in volume and switches in blocks. The 10-K describes Business serving "Enterprise and Public Sector, Business Markets and Other, and Wholesale"3. Much of the older revenue here is wireline, private networks and voice, which customers are replacing with cheaper internet-based services.
The rest of Business is healthier. Business Markets and Other, small and medium companies, grew from $12,697 million to $13,555 million over the same two years4, up 6.8%5. Wholesale fell from $2,313 million to $1,953 million6.
The decline has already cost the company. In 2023 Verizon took a $5.8 billion goodwill impairment on the Business unit7. The BT joint venture, argued on BT: The Rival Becoming a Partner, removes part of the international enterprise business altogether.
Wholesale, the third group, fell faster in percentage terms: from $2,313 million in 2023 to $1,953 million in 20258, down 15.6%9. Together, the institutional and wholesale groups fell by about $1.9 billion in two years10.
Large institutional customers are the ones who most need a national network with security clearances and service guarantees, so this should be Verizon's strongest ground. If Enterprise and Public Sector revenue falls again in 2026 on a like-for-like basis, the institutional franchise will still be shrinking faster than the rest of Business can grow.
Enterprise and Public Sector $13.5bn in 2025 from $15.1bn in 2023.
The institutional franchise; another decline in 2026 on a like-for-like basis would mean it is still shrinking.
