Medicaid and Medicare already take discounts equal to about a third of AbbVie's revenue, before any government-set price.

Before any government-set price, public programmes already take a large share. Medicaid and Medicare rebate provisions were $21,283 million in 20251, about 35% of net revenues2. Those discounts are set largely by statute.

Government-set prices add to them. Imbruvica's Medicare price applies from 2026, Vraylar's and Linzess's from 2027 and Botox's from 20283. Each selection converts a negotiated discount into a legislated one.

AbbVie's government agreement in January 2026 added pricing concessions in exchange for tariff exemptions4.

The Medicare selections add to the pressure from a different direction. Each selected drug's price is set by law rather than negotiated rebate by rebate, and the selections so far cover drugs that sold about $11.2 billion in 20255. Medicaid's statutory rebates, meanwhile, rise with list prices, so every list-price increase is partly returned to the government.

Government pricing also interacts with AbbVie's reported revenue in a lagged way. Rebate liabilities are estimated when drugs are sold and settled later, and changes in programme rules can require adjustments to past estimates. That makes the government share both large and slightly uncertain from quarter to quarter.

Government rebates as a share of net revenue are the thing to watch. A rise from about 35% would mean public payers are taking a larger share of AbbVie's prices.
