All Other is the part of Citi being sold or shrunk, and it lost $4.5 billion in 2025.

All Other is the part of Citi it is dismantling, and the band on the revenue chart is shrinking. On the basis used here, which adds the divestiture effects Citi reports separately, it had $4,266 million of revenue in 20251: $4,442 million on Citi's managed basis less $176 million of what Citi calls reconciling items2.

It contains two things. Legacy Franchises holds the consumer banks Citi is leaving, mainly the Mexican consumer and small-business bank inside Banamex, plus the remains of the Asian consumer exits3. Corporate/Other holds treasury, unallocated central costs and the transformation spending4.

Legacy Franchises revenue was $8,718 million in 2021, $7,556 million, $7,282 million, $6,835 million and $5,512 million in 20255, as the Asian businesses were sold. Inside it, Mexico's consumer and small-business revenue actually grew, from $4,539 million to $6,500 million6. Corporate/Other was negative: about minus $1,070 million in 20257.

The line loses money. All Other's managed net income was $790 million in 2021, $41 million in 2022, then losses of $2,154 million, $2,428 million and $4,454 million8. It carried $39.2 billion of allocated tangible equity in 20259.

The exits cost money on the way out. Selling the Russian bank cost about $1.2 billion before tax in 202510, and the Polish consumer business was sold in the second quarter of 202611. The Banamex page under Future Bets covers the sale in progress.

In the second quarter of 2026 All Other earned $1,737 million of managed revenue, with Legacy Franchises at $2,053 million, up 21%, and Corporate/Other at minus $316 million, and lost $923 million12.

The segment is expensive to carry. All Other's efficiency ratio was 196% in 202513: it spent nearly twice what it earned. Inside Legacy Franchises, Mexican consumer and small-business revenue grew from $4,539 million in 2021 to $6,500 million in 202514, about 43%15, so the business being sold is not a failing one.

The Asian exits show in the revenue line. Asia consumer revenue, which also carried Poland and Russia, was $3,871 million in 2021 and $812 million in 202416, about a fifth17, and minus $995 million in 2025 after the loss on the Russian sale18. Costs fell far more slowly: All Other's operating expenses were $9,628 million in 2021 and $8,698 million in 2025, about 10% less1920, while its managed revenue fell by more than half21.

The corporate centre turned more negative in 2026. Corporate/Other revenue fell to minus $316 million in the second quarter from $25 million a year earlier, on lower net interest income that included actions to reduce Citi's sensitivity to falling rates22. The legacy holdings are almost gone: their loans were $2.7 billion in the first quarter of 2024 and $1.8 billion at the end of 202523.

The outlook is to shrink. Citi plans for All Other to be reduced and at steady state over the medium term24. The measure of success is the loss, not the revenue: once Banamex is deconsolidated, a managed loss still above $3 billion a year would mean the corporate centre, not the legacy banks, was the drag.
