Citi's clients are spread over ninety countries, and leaving Russia alone cost $1.2 billion.

Citi's institutional clients are concentrated by type and spread by geography. Services sells to "multinational corporations, financial institutions and public sector organizations"1 in over 90 countries2. Markets earned $14,020 million of its $22,409 million of 2025 revenue outside North America3, about 63%4.

A $1.2 billion cost of leaving one country.

That spread is a strength until a country closes. Citi agreed in 2025 to sell AO Citibank, its Russian bank, which had about $13.5 billion of assets; it booked a pre-tax loss of about $1.2 billion in the fourth quarter of 202556 and closed the sale to Renaissance Capital on 18 February 20267.

No single client or country dominates Citi's institutional revenue. The risk is the list itself: Citi's annual report names the war in Ukraine, conflict in the Middle East and tensions between China and Taiwan among its concerns8.

The loss was large against what was sold. AO Citibank's $13.5 billion of assets9 were about 0.5% of Citi's $2,657,202 million of total assets at the end of 20251011; the loss on sale was about 9% of them12.

The international share differs by business. In 2025 about 69% of Services revenue and 63% of Markets revenue came from outside North America13, against about 47% of Banking and 38% of Wealth141516. The institutional network is the most exposed to foreign politics, and it is also the most profitable part of Citi.

The consumer side of the map has shrunk faster. Asia consumer deposits were $9.0 billion in the first quarter of 2024 and $1.1 billion at the end of 202517. The exits span 14 markets in Asia, Europe, the Middle East and Mexico18.

What remains in Mexico is still large: at June 2026 the Legacy Franchises held 1,288 retail branches, $47 billion of deposits and $17 billion of retail banking loans, substantially all in Mexico19.

A second exit loss above $1 billion within a few years would mean the network's reach was costing more than the premium it earns.
