Citi's card partners are taking a larger share each quarter, and the fee line shows it.
The bill for access is getting bigger. U.S. Consumer Cards non-interest revenue was minus $659 million in the second quarter of 2026, against minus $447 million a year earlier and minus $359 million in the first quarter1. Citi put the fall down to "higher partner payment accruals and new account acquisition costs"2.
Some of that is investment: new card accounts jumped in the quarter. But partner payments are contractual, and Citi's co-brand agreements "often provide for shared economics between the parties"3. A partner with a strong brand negotiates a larger share each time the contract comes up.
The segment's revenue grew 1% in the quarter4, while net interest income grew 5%.
The quarter-on-quarter move was sharp. Segment revenue fell to $4,521 million from $4,757 million in the first quarter of 2026, as non-interest revenue went from minus $359 million to minus $659 million5.
The pattern ran through 2025 too. Rewards and partner payments were $2,821 million in the first quarter of 2025 and $3,215 million in the fourth, about 14% more, while interchange rose about 11%, from $2,285 million to $2,526 million67.
Citi's plan names the partners directly: it intends to "expand key co-brand partner relationships in USCC"8.
Non-interest revenue is the gauge. Below minus $800 million a quarter for a full year, the partners would be taking most of the growth in the cardholders' borrowing.
