Nearly a quarter of Citi's equity sits in a segment that lost $4.5 billion in 2025.
The main reason Citi earns so much less than its best business is a segment called All Other. It holds Legacy Franchises, the consumer banks being sold, mainly Banamex, and Corporate/Other, the treasury and central costs1. On a managed basis it lost $4,454 million in 2025, after $2,428 million in 2024 and $2,154 million in 20232.
It also holds a large share of the capital. All Other carried $39.2 billion of allocated tangible equity in 20253, about 23% of the $170.6 billion allocated across Citi4. A loss on nearly a quarter of the equity is what pulls a firm with a 24.6% Services return down to 7.7% overall.
Some of this is transitional. Transformation costs and legacy businesses sit here and should shrink. Some is not: a large bank's central costs never disappear, and the 2025 figure was the worst of the five years.
The segment's costs run far ahead of its revenue. Its efficiency ratio was 196% in 20255, against 48% in Services.
The capital tied up has grown, not shrunk. All Other carried $27.7 billion of allocated tangible equity in 2024 and $39.2 billion in 20256, about 42% more7. Its legacy expenses have fallen, from $7.7 billion in 2022 to $6.0 billion in 20258, but more slowly than its legacy revenue.
The figure was $40 billion in the second quarter of 20269.
The latest quarter was smaller but still negative, a net loss of $923 million on a managed basis10. Citi's plan is for All Other to be reduced and at steady state over the medium term11. If the managed loss stayed above $3 billion a year after Banamex leaves, the drag would be permanent.
