That spreads the risk, but it also means a change in national gas policy or a political push to lower tariffs would affect them all. Brazil has been opening its gas market to competition in supply, which may pressure distributors over time.
The business's steadiness, ¥17.5 billion to ¥18.2 billion over three years2, is the evidence that so far the regulators have allowed fair returns.
Regulated concessions have a known life and a known review cycle, which is what makes them easy to value. What changes the value is the allowed return set at each review. A three-year contribution range of ¥17.5-18.2 billion3 is the evidence so far.
