Philip Morris International (PM) — threat to the moat
PMI expects to sell 2% to 3% fewer cigarettes in 2026, and it is the company working hardest to make that number bigger.
The cigarette business shrinks slowly, and PMI plans for it to shrink faster. Cigarette shipments were 612,949 million units in 2023, 616,827 million in 2024 and 607,367 million in 20251, a fall of 1.5% in the last year2. For 2026 PMI guided to a cigarette volume decline of 2% to 3%3.
The second quarter of 2026 was an exception: cigarette shipments rose 1.1% to 156.9 billion units4. Quarterly volumes swing with distributor ordering and excise timing; the annual guidance is the better guide.
A falling volume is not a falling profit, as long as price rises faster. That is what happened in 2025 and it is the subject of the next page. But the arithmetic has a limit: every year the price rise must cover a larger volume loss, and in markets where smokers switch to IQOS the volume leaves for good.
The total market PMI competes in gives the scale of the decline. The international market outside China and the United States was about 2,587 billion units in 20255; a 2% to 3% annual fall in PMI's cigarettes is a loss of roughly 12 to 18 billion sticks a year on its 607 billion6.
The guidance range is the reading that matters. A decline beyond 3% in a year without a large excise shock would mean switching and quitting are running ahead of pricing power.
