Japan is a tenth of PMI's revenue and the one country where heated tobacco has overtaken cigarettes, so it shows both the prize and the tax that follows.
Japan is PMI's largest market by net revenues: $3.9 billion in 2023, $4.1 billion in 2024 and $4.2 billion in 20251, about a tenth of the company2. It is also where the transition PMI promises everywhere else has largely happened.
Heated tobacco units made up more than half of Japanese nicotine offtake in December 20253, and in the first quarter of 2026 IQOS reached a record 34.9% share of the total Japanese nicotine market4. Within heated tobacco, IQOS held 68% of the category in June 20265.
That makes Japan the proof of the model and its concentration risk. A market in which most consumers have already switched is a market of heated consumables, and PMI's revenue there depends on IQOS almost entirely.
It also shows what happens next. After an excise-driven price rise on 1 April 2026, in-market sales of heated units in Japan fell 3.4% in the second quarter6. Once the category is large, the government taxes it like the cigarette it replaced, and volume responds.
Japan is where the heated moat is most visible and most exposed. IQOS's share of the Japanese heated category is the one to track, 68% in June 20267; a fall below 65% would mean rivals are winning in the one market where the category has matured.
