PMI spent over $16 billion and eighteen years to earn regulatory orders for IQOS, a barrier that cannot be bought in one deal.
What protects IQOS most is not the device but the evidence behind it. PMI says it has invested over $16 billion since 2008 to develop, scientifically substantiate and commercialize its smoke-free products1. Research and development expense was $709 million in 2023, $759 million in 2024 and $756 million in 20252.
That spending bought something rivals cannot quickly copy: regulatory orders. The American Food and Drug Administration authorised IQOS 2.4 and three consumables on 30 April 2019, issued an exposure-modification order on 7 July 2020, authorised IQOS 3.0 on 7 December 2020 and granted it the same kind of order in March 20223. On 17 April 2026 the FDA renewed those orders to April 20314.
The history is long. IQOS began in pilot city launches in Nagoya and Milan in 20145, six years after PMI started the programme. A rival starting today faces the same years of trials and filings, and the same uncertainty about the outcome.
This is a moat built from time. Scientific files, clinical data and regulatory orders are cumulative; they cannot be bought in one transaction, and they are the precondition for making any health claim in the markets that allow one.
The hardware itself is not where the money is made. In 2025 PMI recorded a $94 million loss on the expected sale of its consumer accessories business6, a reminder that the device exists to sell consumables, and that the value of the franchise sits in the sticks and the regulatory file rather than in the gadget.
The evidence base is secure; the question is whether PMI keeps adding to it. Research spending is the figure that says so: $756 million in 2025 was 1.9% of net revenues78, and a sustained fall would mean the company is living off the file rather than extending it.
