Intel cancelled its planned fabs in Germany and Poland and slowed Ohio, so part of its promised capacity will not exist.
Intel's 2021 manufacturing plan was bigger than the one it now has. It slowed the pace of construction for its new Ohio fab and discontinued planned expansions in Germany, a fab, and Poland, an assembly and test facility1. The 10-K also lists delayed or cancelled projects in Malaysia and Israel and the consolidation of assembly and test operations from Costa Rica2.
Those decisions were sensible for a company losing money, and they carry a strategic cost. The case for Intel's foundry is capacity outside Asia for customers who want it; capacity that is not built cannot be sold.
They also show how dependent the plan is on customers. Intel's 10-K ties its investment cadence to execution and business conditions3, and capital spending fell from $25.1 billion gross in 2024 to $17.7 billion in 20254.
The cuts extended beyond Europe. The 10-K lists delayed or cancelled construction or expansion projects in Ohio, Germany, Poland, Malaysia and Israel, and the consolidation of assembly and test from Costa Rica into sites in Vietnam and Malaysia5. The retreat freed capital for the nodes that matter most, at the cost of the geographic spread that was part of the pitch to customers.
A fresh restart in Ohio would be the positive signal to watch: construction accelerated on the back of committed 14A demand would mean the factories are being built for customers, not in hope of them.
