Intel has cut a third of its workforce since 2023 to pay for its factories, and the people leaving are not always the ones it chose.
The quickest change at Intel has been in its size. It had 124,800 employees at the end of 20231, 108,900 at the end of 20242, 85,100 at the end of 20253 and 82,300 at 27 June 20264, a fall of about 34%5. The 2025 restructuring plan alone reduced the core workforce by about 15% from its mid-2025 level6.
The cuts were forced by the losses. Restructuring and other charges were $6,970 million in 2024 and $2,191 million in 20257. They were meant to make the product groups profitable enough to carry the factories.
They have worked in the income statement. Research and development fell from $16,546 million in 2024 to $13,774 million in 2025, and marketing, general and administrative from $5,507 million to $4,624 million8. Management guided non-GAAP operating expenses to roughly $16.5 billion for 20269.
The cost is people the business may need. Intel's undesired turnover rose to 7.9% in 2025 from 5.9% in 202410, and its risk factors warn of the loss of historical, technical and other expertise11.
The reductions came in two waves. The 2024 restructuring plan aimed at an approximate 15% decrease in the core workforce by early 202512, and the 2025 plan reduced it by about 15% again from the second-quarter 2025 level13. Headcount at Mobileye and other subsidiaries was about 4,700 at June 202614, so the core company is smaller still.
A smaller Intel is a cheaper one, not necessarily a better one. The number to follow is headcount against revenue: revenue per employee rose as headcount fell, and a return to hiring while revenue is still growing would say the cuts went too deep.
