In 2025 Chevron paid its owners $27.1 billion on free cash flow of $16.6 billion.
Chevron returned $27.1 billion to shareholders in 2025: share repurchases of $12.1 billion, dividends of $12.8 billion and $2.2 billion of Hess shares bought in early 20251. Its net income was $12,299 million2, and its free cash flow $16.6 billion3.
The gap came from the balance sheet. Total debt rose from $24,541 million to $40,758 million over the year4, partly through the assumed Hess debt and partly through $11.2 billion of new bonds5.
Chevron's defenders would point out that 2025 was a trough year for its earnings, with Brent averaging $69 against $816, and that the payout was restored to cover by a single quarter at $1047. That is fair. It also means the payout depends on the price in a way the word "sustained" does not suggest.
The record goes back a decade. In 2015, 2016 and 2017 Chevron bought back almost no stock, $2 million, $2 million and $1 million8, while paying dividends of about $8 billion a year9. The large buybacks began only after the 2021 recovery. The payout grows when oil is high, which is when shares are dearest.
The figure to follow is total shareholder returns against free cash flow over three years. If returns keep running well above free cash flow, the difference is being borrowed.
