Chevron (CVX) — threat to the moat
Half of Chevron's American refining capacity is still in California, the state it moved its head office away from.
Chevron left California as a headquarters, not as a business. It still runs the El Segundo refinery, with 290,000 barrels a day of capacity, and Richmond, with 257,0001, and it supplies more than 1,800 retail stations in the state2. That is about half of its American refining capacity3.
Those assets remain subject to the rules Chevron has criticised. The 10-K names California among the jurisdictions with announced, proposed or implemented windfall profit taxes4, and the Richmond refinery faces an alleged permit violation that may result in a civil penalty of $1.0 million or more5.
The risk is not that California can make Chevron leave; it is that California can make the refineries earn less while Chevron cannot easily sell them.
El Segundo ran 261 thousand barrels a day and Richmond 253 thousand in 20256, together about half of the American system's inputs of 1,038 thousand7.
The watch-point is Chevron's American downstream earnings in quarters when California rules change. A sustained gap between California and Gulf Coast results, if Chevron ever discloses one, would be the signal.
