Chevron's costs are down $3 billion against 2024 and its reported operating costs are up $4.2 billion against 2023.
Structural savings are measured against a baseline, and Chevron's is 20241. Meanwhile the total bill kept rising: operating, selling, general and administrative expenses were $29,240 million in 2023, $32,493 million in 2024 and $33,444 million in 20252, about 14 percent higher over two years3.
Part of that is Hess, which added a company's worth of fields, staff and pipelines. Part is inflation in oilfield services. Neither is a failure of the programme, but both mean a reader cannot see the savings in the line where costs are reported.
That is a common problem with cost programmes. Savings against a baseline are real; so are the new costs that arrive alongside them, and only the total reaches the income statement.
Depreciation rose alongside, from $17,282 million to $20,132 million in 20254. Operating and depreciation costs together grew faster than the savings, because the company they apply to got bigger.
The line to watch is the total of operating and administrative expenses in 2026, the first full year with Hess and with the $3 billion programme complete. A figure still above $33 billion would make the savings difficult to find.
