⚠ Revenue Flat for Four YearsModerate threat
IBM (IBM) — threat to the moat
IBM Consulting has stayed near $21 billion through four years of heavy client spending on cloud and AI, which says it is holding share at best.
Consulting revenue was $20,058 million in 2022, $20,884 million in 2023, $20,692 million in 2024 and $21,055 million in 202512. It was $5,327 million in the second quarter of 2026, against $5,314 million a year earlier3.
Four flat years in a period when clients spent heavily on cloud and AI projects is the threat. IBM's rivals compete for the same budgets, and IBM does not report market share. What the figures show is that IBM Consulting has not grown with the demand it describes.
Some of the stagnation is currency and some is choice: IBM has pushed for margin over volume, and the margin improved. But a services business that neither grows nor earns a high margin contributes little to the moat beyond access.
Older figures show the same shape on an earlier basis. On the 2022 report's recast figures, Consulting revenue was $16,257 million in 2020 and $17,844 million in 2021, with pre-tax margins of about 6.4% and 8.1%45. The segment grew after the pandemic and then stopped. Since 2022 its revenue has stayed within about $1 billion of $21 billion67.
The exposure is meaningful but manageable today. This turns serious if Consulting revenue fell for a full year while signings were rising, because that would mean the contracts IBM wins are smaller or slower to convert than those it is completing.
