IBM (IBM) — the future bets
IBM is spending more than $10 billion on quantum computing with no reported revenue, and 2029 is the date by which it has to show a machine.
Quantum computing is the bet IBM talks about most and reports least. In May 2026 it said it plans "to invest more than $10B" in quantum over the next five years1, spanning research, capital spending, manufacturing, acquisitions and partnerships2. It has "deployed over 90 quantum systems"3, which IBM says is more than all other reported industry players combined4.
Two dated commitments hang on it. IBM signed a letter of intent with the United States Department of Commerce to build Anderon, which it describes as "the world's first pure-play quantum wafer foundry", supported by $1 billion of CHIPS incentives and $1 billion of IBM cash5. And it says it remains "on track to deliver the first large-scale fault-tolerant quantum computer by 2029"6.
None of this appears as revenue. IBM does not report quantum sales, and the investment runs through research and development, which was $8,316 million in 20257. More than $2 billion a year on average8 would equal about a quarter of that research budget, though IBM's plan also covers capital spending and acquisitions.
The logic is the mainframe's, extended forward. If quantum machines become useful for chemistry, materials or optimisation, the first reliable ones will be sold to the same banks, governments and research institutions that trust IBM with their core systems today.
IBM says the programme spans more than research. Its May 2026 filing lists research, capital spending, ecosystem partnerships, manufacturing scaling and acquisitions, and says the plan "further enhances our confidence in delivering the first large-scale fault-tolerant quantum computer by 2029"9. The same filing followed, by a week, the letter of intent to build the Anderon quantum chip foundry with the Department of Commerce10.
The bet is a narrow moat in waiting. The date that tests it is 2029: if IBM has not demonstrated a large-scale fault-tolerant machine by then, the $10 billion will have bought a research position rather than a business.
