Consulting's backlog grew in 2025 only because old signings outlasted new ones; two such years would leave it shrinking.
The backlog grew by about $0.5 billion in 20251 even though signings fell 13.3%2. That is possible when contracts signed in stronger years are long, and revenue recognised in the year is less than new work booked. IBM's book-to-bill ratio for 2025 was 1.033.
The margin of safety is thin. A book-to-bill just above one means the backlog is barely growing. Two years like 2025 would leave the backlog flat or lower.
There is a second point in the definition. Signings are "management's initial estimate"4, and contracts can be reduced or cancelled. The backlog is not the same as remaining performance obligations in the accounts, which cover a narrower set of committed work.
The 2024 signings that support today's backlog were unusually strong. IBM described them as "our strong performance in signings in 2024"5, and the $25,103 million recorded that year6 was about 21% above the $20,692 million of Consulting revenue7. Much of the backlog is that one year's work, still being delivered. As it runs off, 2026's signings have to replace it, and at $10,388 million for the first half8 they are running below 2024's pace.
This is a low threat because 2026 signings recovered, up 6.8% in the first half9. The threat sharpens if the trailing book-to-bill fell below 1.0, because the backlog would then begin to shrink and Consulting revenue would follow a year or two later.
