The Japanese government has approved subsidies of up to ¥150.0 billion for flash memory production at the Yokkaichi and Kitakami plants, of which about ¥31.8 billion had not been received at March 2026. Excluding the portion attributable to Sandisk, Kioxia recognised ¥56.4 billion of asset grants in the year to March 2026 and ¥43.7 billion the year before1.
The logic is national rather than commercial. Japan invented much of this industry and then lost it — to Korea in DRAM, to Taiwan in foundry — and Kioxia is the last large Japanese memory maker standing. A state that has watched thirty years of that has an obvious interest in the fabs staying at Yokkaichi.
For an owner this is real money and a real dependency. Grants of ¥56.4 billion in a year are meaningful against ¥281.1 billion of capital spending2; they lower the effective cost of every new building.
The caution is the ordinary one about policy. Subsidies are decisions, decisions get revisited, and the conditions attached to them can constrain where capacity goes.
The number to watch is the grant recognised each year against capital spending. When that ratio falls, part of the cost advantage is going with it.
