Twenty-nine years of 100% .com and .net resolution availability is the single strongest argument against ever putting the registry out to tender.1 The day that record ends, the argument ends with it — not proportionally, but categorically. There is no such thing as twenty-nine years of perfection followed by a bad Tuesday; there is only a company that has had an outage.
The exposure is real. The .com nameservers are among the most attractive targets on the internet, and the threat environment has escalated continuously across the life of the record. VeriSign carries the risk for the root zone as well, where it performs the Root Zone Maintainer function and operates two of the thirteen root servers.2
What makes this hard to price is that the probability is genuinely low and the consequence is genuinely discontinuous. A material outage would not affect a single quarter's revenue — registrants would still renew — but it would remove the best answer VeriSign has to the question of why it should keep the contract.
There is no metric to watch. There is only the absence of an event.
