Anyone arguing that licensing carries the company through the handset decline needs a line that has not moved since 2023.
A percentage of somebody else's price is only a good business while their prices rise, and the licensing line says they have stopped.
QTL revenue was $5,306 million in fiscal 2023, $5,572 million in 2024 and $5,582 million in 2025 — up 5% in total over two years in which Qualcomm's overall revenue rose 24%.1 Global handset value did not stand still over that period. Qualcomm's share of it did.
Two mechanisms explain the flatness and neither is temporary. Royalties are capped at a device-price ceiling, so the premium tier where prices actually rose contributes less than proportionally. And regulatory settlements have narrowed the royalty base before, in more than one jurisdiction.
The consequence is that the highest-margin business in the company is a fixed pool rather than a growing one, at a 72% pre-tax margin that cannot be improved much further.
